PROBLEM TO BE SOLVED: To prevent the heating member of the heating device of an image forming apparatus from becoming uneven in temperature when preheated. SOLUTION: The heating device includes: the heating member 1; a pressure member 2 which forms a nip part in firm contact with the heating member; and a heat source 11 which is located near the heating member and heats the heating member; and an insulation member 30 which restricts heat radiation from the heating member. The heat source heats a circumferentially upper portion of the cylinder of the heating member. The insulation member has a heat conductive layer 31 near the heating member.
