PROBLEM TO BE SOLVED: To provide a method to measure the torque characteristic (the peak torque and starting time) at the time of engine starting with a starter sticking the strain gauge on the engine drive plate, and a testing method to evaluate the engine starting belt diverting the engine to a load device after measuring its torque characteristic by the above-mentioned method, as well as devices to realize the methods. SOLUTION: The belt testing device 1 consists of the engine 2, the drive shaft 3, the belt device 5 for the engine auxiliary-machine drive, and the panel base 4 attached and used on it. As for the engine 2, the power system is separated from the drive plate 2b, the axle crankshaft 2c of the engine 2 and the axle of the crank pulley (C/R) 5c on the panel 4 are connected by the drive shaft 3, and the motor-generator (M/G) is equipped with the belt device 5 for the engine auxiliary-machine drive.
