A video encoding method preventing generation of malfunction includes an addition step (step S203) for encoding and adding a memory management command for a first picture of a predetermined picture number to a second picture different from the first picture and a re-addition step (steps S205 to S208) for re-encoding the memory management command and re-adding it to an addition object portion excluding the second picture of the video encoding stream VSt. In the re-addition step, re-addition of the memory management command is inhibited unless the first picture is positioned immediately before in the encoding sequence among the pictures of a predetermined picture number contained in the video encoding stream VSt.
