<p><P>PROBLEM TO BE SOLVED: To start an occupant protection unit in accordance with the state of an occupant. <P>SOLUTION: In a roll-over determination part 34 for determining the possibility of vehicle roll-over, if a seated occupant detection sensor 20 detects the presence of an occupant only in a driver seat side, a determination control switching part 33 changes the conditions of determining the possibility of vehicle roll-over used for starting determination of an occupant protection unit 10 in a front passenger seat side so as to suppress the possibility of roll-over.
