PROBLEM TO BE SOLVED: To prevent the fluctuation of the electric resistance of an intermediate transfer belt, to realize a cleanerless photoreceptor by remarkably improving transfer efficiency by preventing the bleed-out of an ion conductive agent in a conductive layer from the intermediate transfer belt to toner and a photoreceptor and also to secure the durability of the belt without lowering the photoresponsiveness of the photoreceptor and also without changing the surface property of the belt. SOLUTION: In an image forming apparatus by which a developed toner image is transferred to the intermediate transfer belt 4 by developing an electrostatic latent image on the photoreceptor 1 with negatively electrified toner, the intermediate transfer belt 4 possesses at least two layers such as a conductive layer 4a incorporating anion as a conductive agent and an inner peripheral coating layer 4b formed on the side of a transfer means 6 from the conductive layer, and the work function of the conductive layer 4a is set larger than that of the inner peripheral coating layer 4b.
