PROBLEM TO BE SOLVED: To enable automatic washing of a kneader when kneading work is completed, securely carrying out next starting of the kneading work, and facilitating dealing with a heavy metal or the like during washing, in a cement solidification system for a waste incineration facility. SOLUTION: A damper or the like 14 for diverging a slug is provided at the exit of a water granulating water tank of the waste incineration facility, the diverged slug is reserved in a slug storage tank 16A through a slug transfer device 15, a cement feed is suspended for several minutes to several dozen minutes after completing the cement solidification in the kneader 24, and a reserved slug instead of this is fed to the kneader 24 in company with a treated material, kneading water, and chemicals to operate the kneader 24.
