PROBLEM TO BE SOLVED: To individually recognize a plurality of traveling objects without using any dictionary pattern, and to calculate a three-dimensional location and the three-dimensional size of each of those traveling objects. SOLUTION: An image processing part 4 generates a differential binary image by binarizing the difference of density from each of a plurality of density images obtained by imaging the same space at different time by a camera 1. Furthermore, an image processing part 4 combines mutual candidate areas among a plurality of candidate areas being the candidates of a traveling object in the differential binary image whose probability that they are the same traveling object calculated on the basis of the featured values of each of those candidate areas is equal to or greater than a specific threshold in order to form an object area, and applies a conversion rule to convert the acquired object area from a two-dimensional image to a three-dimensional image in order to calculate the three-dimensional position and the three-dimensional size.
