PROBLEM TO BE SOLVED: To provide a packet communication system for enabling communication with an application function between a terminal device and a packet communication side, by connecting a terminal device having an interface function, a command function, and an application function and a packet communication side having a packet communication function, a PPP function, an IP function, a TCP function, and an application function. SOLUTION: The packet communication system includes an interface function and a command function as functions used for connection with the terminal device. In addition, a packet communication function, a PPP function, an IP function and a TCP function, as functions used for connection with the packet communication side, are provided.
