PROBLEM TO BE SOLVED: To obtain a medicinal composition containing as an active ingredient a novel pyrazinoisoquinoline derivative having an excellent PDE (phosphodiesterase) 4 inhibiting action and being useful as a prophylactic or therapeutic agent against asthma, or the like. SOLUTION: This medicinal composition contains as the active ingredient the pyrazinoisoquinoline derivative represented by formula [I] [wherein R<SP>1</SP>and R<SP>2</SP>, which may be the same or different from each other, are each hydroxy group or a lower alkoxyl group, ring A is a substituted benzene ring, or the like; R<SP>3</SP>is hydrogen atom, a group represented by the formula: (CH<SB>2</SB>)<SB>n</SB>-R<SP>31</SP>(wherein R<SP>31</SP>is hydrogen atom, an aryl group, hydroxy group, amino group, carboxyl group, a lower alkoxycarbonyl group, or a lower alkylthio group; and (n) is an integer of 1 to 6), or a group represented by the formula: CO-R<SP>32</SP>(wherein R<SP>32</SP>is an aryl group, a lower alkyl group, a hydroxy-lower-alkyl group, or an amino-lower-alkyl group)] or a pharmacologically acceptable salt thereof.
