PROBLEM TO BE SOLVED: To securely check the residual capacity of a battery power driving a cut-off valve at a specified temperature or higher. SOLUTION: A temperature is measured according to an instruction from an inspection signal output part 13. When the temperature is abnormal as compared with a specified value, a battery residual capacity measuring part 17 measures the residual capacity of a battery. When the temperature is less than a specified value, it is measured repeatedly, and the battery residual capacity is not measured until the temperature is increased to the specified value or higher.
