PROBLEM TO BE SOLVED: To improve the assembling workability of a shoe hold-down device on a backing plate. SOLUTION: A shoe hold-down pin 54 through which a through-hole 68 of a shoe web 66 passes is thrust at the other end, namely, at the side where a locking pawl 64 is provided, together with a cup 58 to give compression deformation to a shoe hold-down spring 56 between the shoe web 66 and itself. At the same time, a shaft portion 60 is inserted into a slit 74 through the outer peripheral edge of a floating portion 72 with a leading shoe 24 being moved, as required, so that an engagement head portion 62 enters into a gap between the floating portion 72 and a duct cover 20 as shown by an arrowmark A, and the engagement head portion 62 is locked to the backing plate 12.
