PROBLEM TO BE SOLVED: To provide an aqueous titanium composition that is miscible with water at any arbitrary ratio and can be kept stable for a long period of time. SOLUTION: A titanium alkoxide, an aliphatic amine and a limited amount of diol are allowed to react with one another to find an aqueous titanium composition that is miscible with water at any arbitrary ratio.
