A hollow space between the external and internal layers of a building is provided with a variable ventilation device and is filled with air-permeable insulating material. The ventilation device is accessible from a window or skylight for maintenance purposes. Water flows through a heat exchanger mat behind the internal layer for heating or cooling the space. Independent claims are also included for the following: (a) an external wall component; and (b) an outside wall and a roof member.
