There are provided a video reception device, a video transmission device, and a video transmission system capable of realizing seamless video transmission even when the band varies greatly due to movement of a reception terminal in the network including a radio network whose transmission band is varied. In this system, when the video reception device (reception terminal (150)) is moving, the video transmission device (transmission terminal (100)) lowers the band of the basic layer of the hierarchical encoding data to a maximum. When the band of the basic layer is lowered in this way, the band of the lowermost extension layer is increased so as suppress the affect of lowering of the basic layer to the reception image quality of another terminal or the lowermost extension layer is divided into small parts so as to increase the adjustability to the band during band variation.
