The system (7) has a buffer layer (5) extending itself above an electro-optical material with many parts forming luminous wave guides (4). One of electrodes (6) has a lower part (8) and an upper part (9), where the lower part is entirely buried in the buffer layer. The length of the lower part of the electrode is lower or equal to the breadth of the upper part of the electrode at the level of an upper surface of the buffer layer. An independent claim is also included for an electro-optical modulator.
