PROBLEM TO BE SOLVED: To provide a highly convenient optical fiber characteristic evaluating apparatus, and an evaluation method. SOLUTION: Pulse light from a first light source 12 and CW light (continuous light), or pulse light from a second light source 13 are synthesized by a photocoupler 14-1 for applying the light from one end of an optical fiber 15 to be measured. Backscattering light generated by the pulse light from the first light source 12 being subjected to Raman light amplification by the interaction of two kinds of light is detected by a photodetector 17 via a photocoupler 14-2 and a wavelength filter 16, and then is analyzed by a signal processor 18.
