PROBLEM TO BE SOLVED: To realize a network which is efficiently adaptable to a plurality of requested quality and capable of guaranteeing acquisition of image data. SOLUTION: A network camera having a function of photographing an image and distributing digitized image data onto the network is provided with a camera which photographs an image, a digitizing means which generates image data of a plurality of requested quality preset from the image that the camera photographs and outputs image data matching the requested quality of an image requesting source, a communication means of receiving an image requests from the image requesting source and transmitting the image data through the network, and an image data transmission processing means which preferentially transmits the image data outputted from the digitizing means to an image requesting source of high priority.
