<p><P>PROBLEM TO BE SOLVED: To reuse thermosetting resin waste containing neither asbestos or alumina by solving a problem in which the volume of the thermosetting resin waste is not reduced even by incineration and the thermosetting resin waste is not recycled. <P>SOLUTION: The method for recycling the thermosetting resin waste comprises grinding 2 the thermosetting resin waste 1 containing neither asbestos nor alumina, burning the waste in a deficient state of oxygen, carbonizing 3 the waste, quenching 5 the carbonized product with water and dehydrating the quenched carbonized product to give a soil conditioner 8. If necessary, an insufficient component, a fertilizer component, a trace element, etc., are added 9 to the soil conditioner or the soil conditioner is granulated 7.
