PROBLEM TO BE SOLVED: To provide a numerical controller facilitating the creation and modification of a sequence program. SOLUTION: Grouping is carried out according to the type and/or address of a signal. Address tables AT1-1 and AT2-2 storing a head physical address in association with each group number for each sequence program are arranged. An object code 30 for the program is constructed of an instruction code, a group number, and an offset address. When the object code 30 is read, the head physical address of the instruction group number is read from the table matching the program. The offset address is added to the head physical address, and a physical address 31 of a signal is found to process the instruction code. Since each program has its address table and is different in the physical address, the creation of only one program is required for a part shared between a plurality of programs.
