PROBLEM TO BE SOLVED: To improve smoothness and durability of a resin release layer by making its crystallinity uniformly low by uniformly quenching the entire surface of a heat fixing roller through a device and a method for the heat fixing roller that smooth a resin release layer formed on the thin surface of a mandrel by quenching the resin release layer after heating it up to fusion temperature. SOLUTION: The smoothing device 0 for the resin release layer of the heat fixing roller 100 having the resin release layer 103 on the surface of the hollow cylindrical mandrel is equipped with a carrying-in means 1 of carrying a heat fixing roller having an unsmoothed resin release layer in to a processing position A, a gripping means 10 of gripping both axial ends of the heat fixing roller carried in to the processing position, a heating means 20 of heating the gripped heat fixing roller above the fusion temperature of the resin release layer, a quenching means 35 of quenching the heat fixing roller heated above the fusion temperature, and a carrying-out means 50 of receiving the quenched heat fixing roller from the gripping means and carrying it out.
