<P>PROBLEM TO BE SOLVED: To provide a control device carrying out temperature control at high precision, taking into account the time delay of coolant from a fuel cell to a radiator. <P>SOLUTION: Heat generating amount is predicted by a fuel cell heat generation predicting means 21 based on the output of the fuel cell 3. A pump 5 is controlled based on the predicted heat generating amount by a pump control means 23. The time delay of the coolant from the fuel cell 3 to the radiator 7 is calculated by a coolant delay in reaching radiator calculating means 25. The time delay in the coolant reaching a three way valve 11 from the fuel cell 3 is calculated by a coolant reaching three way valve delay calculating means 27. A radiator fan 9 is driven by a radiator fan control means 29 based on the time delay calculated by the coolant delay in reaching radiator calculating means 25.
