<P>PROBLEM TO BE SOLVED: To inflate or deflate a balloon by the expansion and contraction of a retractable pillar 5 for inflating the balloon round without filling it with gas or blowing in air by an electric air-blowing device. <P>SOLUTION: One-end sides of radial materials 19 are supported in a radial pattern by a radial material supporting part 17 fitted at the top end side of a spindle 12 in free turning movement. One end of a flexible aggregate 21 having flexibility is fitted to one-tip sides of the radial materials 19 and the other end is fitted to the other-tip sides of the radial material 19 to turn them into a curved state. The radial materials 19 and the flexible aggregate 21 are housed in the balloon 22, and the balloon is made to inflate when the radial materials 19 are turned in an opening direction together with the flexible aggregate 21.
