PROBLEM TO BE SOLVED: To provide an integrated analytical sample preparing method of high reliability and a quick and inexpensive analytical method, in order to control economically and efficiently a detoxifying treatment process for a contaminated soil or the like, when conducting treatment for making harmless organic halides contained in the soil contaminated with polychlorinated-dibenzo-p-dioxins, PCBs, organic solvents, agrochemicals or the like, incinerator fly ashes, waste incineration ashes, industrial wastes, sediments or the like. SOLUTION: Soluble components such as the organic halides are extracted using a non-halogen organic solvent, another non-halogen organic solvent of different boiling point is added to an extracted solution to be followed by fractional distillation, so as to prepare a plurality of analytical sample solutions containing the various kinds of organic halides. Strong reducing metal such as metal sodium is added to the analytical sample solutions to react therewith, and the organic halides are converted into inorganic halides to be analyzed by an analytical means for the organic halides such as a titrimetric method, a turbidimetric method and a spectrophotometric method, after extracted/migrated into pure water.
