PROBLEM TO BE SOLVED: To attain a highly precise positioning by precisely defining absolute positions of navigation satellites. SOLUTION: As for the respective navigation satellites, distances between respective interesting navigation satellites and at least three navigation satellites other than the interesting one are measured by an inter-satellite communication range finding. At least six sets of proper measurements between at least three control stations and at least the three navigation satellites are performed. Absolute positions of respective navigation satellites referring to the globe as standards are introduced based on measured inter satellite distances, between ground and satellite distances, and absolute positions of the control stations.
