PROBLEM TO BE SOLVED: To provide a complete circle holding device capable of holding the complete circle of segments more accurately. SOLUTION: This complete circle holding device 100 is composed of a segment support frame (front) 101, a circumferential expansion part (front) 102, a segment support frame (rear) 103, a circumferential expansion part (rear) 104, an excavating direction expansion part 105, a connection part 106 and a segment internal pressure part 107. The segment support frame (front) 101 and the segment support frame (rear) 103 are annular frames having the same curvature as a segment internal void surface. When the segments are assembled to form a ring of segments, the circumferential expansion part 102 expands in the ring position, and the segment support frame 101 is formed into a complete circle to come in close contact with the segment internal void surface. The complete circle holding device 100 holds the complete circle of segments by bringing the segment support frame into close contact with the segment internal void surface.
