PROBLEM TO BE SOLVED: To provide an electomagnetic wave absorbing panel and an electromagnetic wave absorbing panel unit provided with a single polarized wave or both horizontally and vertically polarized wave absorbing function and a lightweight, inexpensive, and high convenient features, and further, which improves the appearance of the building. SOLUTION: A plurality of rows of electromagnetic wave absorbing flaps F formed of rectangular parallelepiped ferrite magnetic bodies with a specified distance S are longitudinally erected so as to fit a plurality of sashes on the desired metallic plate M, electromagnetic wave permeable buffer materials are filled/interposed in the space 4 between arranged sashes 1, 1 and the surface is coated with protection plate member 3 constituted of a fiber reinforced resin plate to form a plate-like structure with a desired dimensions and a required number of insertion holes 5 for attaching are formed at the outer peripheral edge. The electromagnetic wave absorbing flap F has a thickness t, height h, length l, the distance S of a sash 1 formed by an electromagnetic absorbing flap F and the adjacent sash 1 is kept, when the wave length of an injection objective radio wave isλ, the following relation formulae 1≥h≥t, andλ≥S>t are satisfied.
