PROBLEM TO BE SOLVED: To provide an in-and-out control system capable of unlocking an electric lock even in the communication disabled condition of a network. SOLUTION: In this in-and-out control system, at least one terminal controller 2 for controlling locking/unlocking of each electric lock 3, and a center device 1 for giving locking/unlocking instructions to the terminal controllers through the network 10, are connected to the network 10. The center device is accessed through the network from a portable terminal 5 and network terminal units 6, 8, and in the case of being authorized by terminal authentication at the center device, the terminal controller is allowed to give locking/unlocking instructions of the electric lock. Each terminal controller is provided with an unlocking switch 4 in communication interruption, and a communication interruption confirming/unlocking means confirming communication with the center device and unlocking the electric lock when communication interruption is confirmed when unlocking switch in communication is pressed down.
