PROBLEM TO BE SOLVED: To provide a construction method of vegetation paving saving labor required for germination and growth of plants, efficiently inhibiting growth of weed, facilitating maintenance and management at low costs, and improving fine sight; and to provide a vegetation paving. SOLUTION: The construction method of vegetation paving comprises the: a process of forming improved soil where improved soil obtained by processing construction sludge, construction mud or the like into strongly alkaline one is pressed to become such a predetermined thickness as to prevent plants from coming out from its bottom part to be fixed on the ground such as a flowerbed part of a traffic strip, a flowerbed part between the driveway and the footpath, the greening area of the intersection, the road shoulder, the road shoulder slope or the like to form an improved soil layer; a process of forming a culture soil layer having such a thickness as to allow the germination and growth of Sedum and inhibit the growth of weed or the like on the upper surface of the improved soil layer after the process of forming the improved soil layer; and a process of planting Sedum where Sedum seedlings or seeds are planted during or after the process of forming culture soil layer.
