<P>PROBLEM TO BE SOLVED: To solve problems that a biocatalytic fuel cell has a low generating voltage and when the fuel cells are connected in series or in parallel as required, electrical characteristics (internal resistance etc.) of the fuel cells are occasionally different and required power supply cannot be obtained from the fuel cells. <P>SOLUTION: The device comprises a plurality of biocatalytic fuel cell units 1 for generating power. The device further comprises one or a plurality of capacitors 2, 3 which balance and store voltages generated by the biocatalytic fuel cell units 1, means 4, 8 for connecting the voltages generated by the biocatalytic fuel cell units 1 cyclically to the one or the plurality of capacitors 2, 3, and a control circuit 5.
