PROBLEM TO BE SOLVED: To provide a device of which management of provision information is certain.

SOLUTION: A storage means which records the provision information for an information receiving means, and a storage means which memorizes a control signal for regulating of recording of information and/or regenerating of information to the storage means are installed. Also, a regenerating information is recorded on a tape pattern. As a result, efficacy which surely performs regulation of regenerating operation of the provision information and constraint of regenerating times is acquired.
