<P>PROBLEM TO BE SOLVED: To output stream data by synchronizing them with timing outputted from the transmitting sides on the receiving sides between a plurality of multi-points. <P>SOLUTION: Transmission sides 102 to 104 output the stream data at the same time by synchronizing them with the timing of a synchronizing signal generated from synchronous media 101, adds a time code of the current time to them and transmits them to receiving sides via networks 105, 106. The receiving sides 109 to 111 receive the stream data, read the time code and measure transmission time (delay time) of the stream data from the time code and a time code obtained by converting receiving time. A delay time management device 113 receives delay time on the individual receiving sides and calculates the difference with the maximum delay time.
