PROBLEM TO BE SOLVED: To provide a device and a method for writing a picture with which a picture is accurately recorded in a specified region of an optical writing recording medium by ascertaining a position of disposition of the optical writing recording medium on a display screen of the device for writing the picture. SOLUTION: The device for writing the picture records the picture on the optical writing recording medium 11 which is disposed on the display screen and on which the picture is recorded with light irradiation and is provided with a medium detecting part 25 to detect the position of disposition of the optical writing recording medium 11 on the display screen 21 and a picture processing part 23 to display a picture based on an inputted picture signal in accordance with the position of disposition on the display screen 21 detected by the medium detecting part 25.
