<P>PROBLEM TO BE SOLVED: To provide a developing device capable of preventing an image from getting thin caused by the shortage of toner. <P>SOLUTION: A toner circulation type developing device 3 constituted of a cleaner toner magazine 11 having a toner tank 12 and a developing part 13 is equipped with a toner sensor 15 below a toner replenishing port 14 between the toner tank 12 and the developing part 13.
