PROBLEM TO BE SOLVED: To provide a recording medium substrate, having a soft magnetic plated layer or a soft magnetic portion of superior adhesiveness to a substrate or a prime coat, and its manufacturing method. SOLUTION: A recording medium substrate X1 has a laminated structure, constituted of a core substrate S1, a soft magnetic plated layer 11 and a porous oxide layer 20 between the core substrate S1 and the plated layer 11. Or the substrate X1 has a laminated structure, constituted of the core substrate S1; a soft magnetic portion 10 having a laminated structure composed of a plurality of soft magnetic plated layers 11 an intercalation layer 12, which is interposed among the plated layers 11 and includes portions, having electrical resistance higher than that of the plated layers 11; and the porous oxide layer 20 located between the core substrate S1 and the soft magnetic portion 10.
