PROBLEM TO BE SOLVED: To provide a locking device by which an existing shutter seat plate 3 can be firmly locked without adding the weight of a rolling shutter and which does not obstruct passageways in a normal state. SOLUTION: The rotary face of an erected connection member is buried in parallel with or at right angle against the seat plate 5 in an embedded box 7 so that the connection member 10 in which the insertion hole 11 of a rod 33 of a cylinder lock 34 formed at the front end is internally pivoted 15 so as to be rotatably erectable by manual operation. A pedestal metal fitting 20 in which a tongue-shaped tabular part 22 is projected to the outface side of the seat plate in the vertical part 4 of the seat plate corresponding to the box position and a connection member insertion opening 23 is bored, is bolted 26 and a cylinder block 30 internally having the cylinder lock 34 receives the front end of the erected connection member and fixedly placed on the tabular part of the pedestal metal fitting. The cylindrical block 3 in which a cylindrical block 30 internally receives the front end of the erected connection member and is fixedly placed on the tabular part of the pedestal metal fitting.
