<P>PROBLEM TO BE SOLVED: To retain high stability by improving followability of a wind mill to a change in a wind direction and restoring a foundation by itself when inclined, and to reduce the weight and cost of a whole system. <P>SOLUTION: The foundation 2 is composed of an annular floating body 4, a nacelle 6 of the wind mill 1 is fixed above the floating body 4, a direction regulating aerofoil 7 rotating the foundation 2 on its own axis on the water together with the wind mill 1 when receiving wind on the water and making the rotary shaft of the wind mill 1 to follow after the wind direction is arranged on the foundation 2, and the floating body 4 is moored with rotated on its own axis by a mooring mechanism 3.
