<P>PROBLEM TO BE SOLVED: To provide a miniaturizable surface lighting system cablle of power reduction. <P>SOLUTION: A light focusing means 4 having different refractive index distributions in the direction perpendicular to the light emitting surface 2B of a light guide plate 2 is disposed between a plurality of LEDs 1 provided in the horizontal direction of the light emitting surface 2B of the light guide plate 2 to emit white light and the light guide plate 2. In this light focusing means 4, a plurality of transparent resin films having different refractive indexes in the direction perpendicular to the light emitting surface 2B of the light guide plate 2 are laminated, and are bonded to each other by an adhesive allowing light emitted from the LED 1 to permeate.
