<P>PROBLEM TO BE SOLVED: To provide the IC card of an providing source, the IC card of providing destination, an intermediary device for information transfer, a system for transferring information between the IC cards, an IC card program, a program, and a method for transferring information between the IC cards which securely and easily transfer object information between the IC cards, improve the convenience, match the actual situation, and have strong posibility. <P>SOLUTION: The system 1 for transferring information between the IC cards provides data A from an old card 20 to a new card 30 via an issuer device 10. The old card 20 concerning the data A encrypts by a public key Pub_A of the issuer, affixes an electronic signature by a secret key Pri_O, and generates data A (1). The issuer device 10 verifies the electronic signature of the data A (1), decodes it into the data A, encrypts by a public key Pub_N of the new card 30, affixes an electronic signature by a secret key Pri_A, and generates data A (2).
