PROBLEM TO BE SOLVED: To provide a frictional force imparting device for a reciprocating shaft, producing effective vibration damping force with frictional force for a long period. SOLUTION: In proximity to an oil seal 1 for sealing between a cylindrical body 101 and the reciprocating shaft inserted into the inner periphery thereof via a rod guide 103 in an axially movable manner, a synthetic resin lip 2 is arranged which is formed of a fluorocarbon resin such as PTFE with an inner peripheral portion 2b slidable with the outer peripheral face of the reciprocating shaft 104 with required tightening force.
