PROBLEM TO BE SOLVED: To provide a development device which prevents the image on an image carrier from being disturbed by a first side seal accidentally touching the image carrier in an effective image area, prevents developer from leaking out of development casings and scattering onto the image carrier from the development casings, and thus prevents image disturbance. SOLUTION: In the development device, development units 9, 10, and 11 having development sleeves 9a, 10a, and 11a disposed so as to face the image carrier 1 from the openings 9c, 10c, and 11c of the development casings 9b, 10b, and 11b are alternately arranged so as to form a double development area. Images are formed in the effective image area. A development unit 9 (one development unit)disposed inside the effective image area has a fist side seal for closing a gap between the development casing 9b and the development sleeve 9a. Within the double development area in the development casing 9b, the first side seal is disposed so as to cover the peripheral face of the development sleeve 9a, except a part corresponding to the opening 9c of the development casing 9b. Development units (the other development units) 10 and 11 extending to the outside of the effective image area include second side seals at the outside of the effective image area and in the openings 10c and 11c of the development casings 10b and 11b.
