<p><P>PROBLEM TO BE SOLVED: To reduce degrees of effects on environments and humans, and improve safety even when organic binder is scattered as the organic binder is applied by spraying or the like to core material. <P>SOLUTION: In this vacuum heat insulation material 1, a hydrocarbon-based natural matter binder is used for a binder 6 for the core material 2. Effects on environments and humans are thus reduced. Since most parts of gas generated from the binder 6 are water and carbon dioxide, it can be coped with by general gas adsorbent 3.
