<p><P>PROBLEM TO BE SOLVED: To control data transmission rate in response to the status of a data transmission line. <P>SOLUTION: If a mean relative delay increasing rate D≤threshold H1 and a packet loss rate L≤threshold H2 are satisfied for a predetermined time T or more in Hold status, the status is transited to UP status. If the mean relative delay increasing rate D>threshold H1 or the packet loss rate L>threshold H2 is satisfied, the status is transited to Down status. If the mean relative delay increasing rate D≤threshold H1 and the packet loss rate L≤threshold H2 are satisfied in the UP status, the status is held in the UP status. If the mean relative delay increasing rate D>threshold H1 or the packet loss rate L>threshold H2 is satisfied, the status is held in the Down status. If the mean relative delay increasing rate D≤threshold H1 and the packet loss rate L≤threshold H2 are satisfied in the Down status, the status is held in the Hold status. If the mean relative delay increasing rate D>threshold H1 or the packet loss rate L>threshold H2 is satisfied, the status is held in the Down status.
