<p><P>PROBLEM TO BE SOLVED: To provide an adaptive macroblock scanning method for video coding and decoding and an adaptive scanning of sub-blocks of macroblock. <P>SOLUTION: The scanning direction of a group of macroblocks (GMB) can be adaptively changed, and thus the normal scanning direction and the inverse scanning direction are used to code the groups of the macroblocks. In the methods to determine the groups of the macroblocks and the scanning direction of the groups, different modes of the size of the GMBs, including slice-size GMB, fixed-size GMB, or flexible-size GMB are used.
