<P>PROBLEM TO BE SOLVED: To provide an alkaline developing solution capable of forming a sufficient image excellent in sensitivity and development latitude at the time of forming the image and suppressive in occurrence of defects caused by scratches in the image in the platemaking process from a lithographic printing original plate, and to provide a platemaking method of a lithographic printing plate. <P>SOLUTION: The alkaline developing solution contains a copolymer having a repeating unit expressed by a specified formula.
