SOLUTION: This device 1000 consists of a variable constant current circuit 100 which can has its constant current value switched, a current mirror circuit 104 which consists of two transistors TR28 and TR29 while the collector of the TR28 is connected to the circuit 100, a current mirror circuit 102 which is connected to the collector of the TR29, and constant current sources 61 and 62, and consists of internal logic circuits X1 and X2 which output constant current values from output terminals Y1 and Y2, an output control circuit 101 which controls the output of an output terminal OUT1 for outputting a binary state, etc. When a high level is inputted from an input terminal IN6 while the system is not in operation, TR27 and TR36 are turned on respectively through resistors 56 and 57 to by-pass the constant current value I1 supplied from a constant current source 69 through the TR27 and then the value of the current flowing to the circuit 104 is reduced to cut off the base current of a TR37 and the output from an inverter 70.
