PURPOSE: A control device of an internal combustion engine and a control method thereof are provided to improve a fuel consumption ratio while taking he use of a reductant for purification of exhaust gas into consideration and to promote improvement of purification of exhaust gas and the fuel consumption ratio. CONSTITUTION: An internal combustion engine(1) produces first and second emission according to the combustion of fuel. In a control device of the internal combustion engine, the quantity of the second emission is increased as the operation state is changed to reduce the quantity of the first emission in exhaust gas. The control device of the internal combustion engine has a history determination unit determining the exhaust history of one of the first and second emission during operation of the engine, and an operation state change unit changing the operation state of the engine on the basis of the exhaust history of the one of the first and second emission.
