A system and method for controlling the flow of fluid through a discharge outlet. A flapper assembly moveable between an open position, at least one intermediate position, and a closed position. In the open position fluid is able to flow substantially unrestricted by the flapper assembly through the discharge outlet. In the closed position fluid is prevented from flowing through the discharge outlet. In the at least one intermediate position flui d is partially restricted; but not prevented, from flowing through the discharge outlet.
