PURPOSE: An apparatus and a method for driving a plasma display panel are provided to improve the luminance and the reliability of the panel by supplying a sustain voltage having a low voltage value. CONSTITUTION: An apparatus for driving a plasma display panel includes the steps of: receiving the data from the outside and generating the average luminance level signal having N number of stages inversely proportional to the number of the sustain pulses by using the inputted data; and setting the voltage value of the sustain pulse supplied to the panel with corresponding to the N stages of the average luminance level.
