PURPOSE: An A-key generation method using a signaling message encryption(sme) of a mobile communication system is provided, which is capable of setting an A-key value rapidly and reducing a load of a portable terminal and a mobile exchange, by calculating the a-key value at the mobile exchange and transferring the A-key value to the portable terminal. CONSTITUTION: There are established and operated an over the air(OTA) service for operation data input between a mobile exchange and a portable terminal and an SME service for encrypted data transmission. The mobile exchange calculates and generates an A-key value and encrypts and transfers the A-key value in part using the SME service(ST20). After the transferred A-key value is received by the portable terminal and is stored in a temporary memory, input completion of the A-key value is reported to the mobile exchange as a download response message(ST30). The mobile exchange reports the portable terminal so that the stored A-key value is written in a non-volatile memory of the portable terminal(ST40). The portable terminal reports completion of a write operation to the mobile exchange(ST50,ST60).
