PROBLEM TO BE SOLVED: To enable power to be generated by using a rotation energizing force of a rotator by rolling of a weight ball without using power having high energy costs. SOLUTION: In a process up to delivering to a ball guide member 18 of the weight ball 20 pivoted on a first ball receiving member 16 of a first rotator 14, the following operations are repeated: exerting a rotating force to the first rotator 14 due to the weight of the weight ball 20; delivering the weight ball 20 delivered and rolling onto the ball guide member 18 onto a second ball receiving member 17 of a second rotator 15; transferring the weight ball 20 on the second ball receiving member 17 having come to the uppermost of the second rotator by rotation onto the separate first ball receiving member 17 of the first rotator 14; and further transferring the weight ball 20 onto the ball guide member 18 again.
